The Barangay Health Care Management Information System is a community-based and patient-directed organization. Its goal is to provide first aid, maternal and child health care, diagnosis of social diseases, and other basic health services to all the members of the community it is serving. Primary Health Care is one of the top priorities of the city government. This is proven by the existence of barangay health center. It is usually the first point of contact between residents of the community and other health care facility levels. Health Care gives high importance to education, nutrition, preventive medicine and treatment of the most common diseases and injuries. It is considered as a practical means of giving any form of health care for every people that live in Barangay. Barangay Health Center services are regulated by the (DOH). Projects may be spearheaded by each Center under the supervision of the local government and the municipal health officer. Every health Center is equipped to provide primary level of health care. Barangay Health Center is commonly staffed of doctors, public health nurses, nutritionists, medical technicians, rural health midwives, Barangay health workers dentists, etc. The goal of Health Center is beneficial for all. It aims to reduce health exclusion and social disparities. It helps in organizing health services according to people’s needs and expectations. It also works on integrating health into all sectors. Barangay Health Workers live in the communities they serve, and act as change agents in their communities. They provide information, education and motivation services for primary health care, maternal and child health, child rights, family planning and nutrition. They may administer immunizations and regular wei ghing of children. They often assist midwives in providing birthing services. Health Center management information systems are information management system that capture and display data related to the delivery of health care services. And health Center  management information system is not just a system of computers and software. It includes clinical guidelines, medical terminology dictionaries, and interfaces the various diagnostic devices and other clinical and business information databases, such as laboratory, pharmacy and diagnostic imaging. It is also used for public health and medical research purpose.

Cultural Biography: How My Roots Shape My Identity It is often said that we should not let a single feature of ourselves define who we are. For example, a basketball should not only be an athlete, but must also value her roles as a sister, a daughter, a student, and anything else that gives her life meaning. A doctor should not only focus on his identity in the medical field but also his place in his neighborhood, his church, and, of course, his family. Otherwise, he would be considered the workaholic. In many cases, though, it is very easy to do. People’s identities are made up of all the roles they play in their lives. Defining oneself or someone else in only way is not healthy because it does not consider the full complexity the person. Thinking of ourselves in a limited way, such as if I considered myself only a student but did not consider my roles as a friend to others and a family member, could lead to shallow thinking. Thinking of others in such a way can result in stereotyping and even discrimination, such as if someo ne thinks she knows all she that needs to know about someone based on his religious beliefs. Nonetheless, not all aspects of our identities contribute equally to the whole. Certain elements of our environment and background help to shape us fundamentally. They seem to serve as a base for everything else that we would learn, do, and become. I think everyone has one or two areas of that nature. For me, I think that one of the most defining traits about me is the culture I came from, which is Mainland Chinese. Although I keep an open mind and try to learn new ways of looking at the world, the beliefs of my upbringing often are dominant. If you asked me to describe who I am at my core, I would probably say that I am a Chinese woman. Culture, of course, comes from the people around us. As I see it, my family, including a large extended family, has been the most influential community in shaping who I am today, because they passed on their culture to me. Often we do not realize what is our culture until we leave it. I can remember when I first arrived in America and stayed for a short time with a host family. They had a daughter who was 10 years old. She had a little cold at the time. She drank cold orange juice. I was so shocked that her mother allowed her to drink it. In my family, we feel that cold drinks are not good for sick people and that they can hurt the stomach. Many people in China think this way. I could almost hear my own mother’s voice in my head, scolding her disapproving of the cold drink. She and her sisters could never accept this. After hearing this idea for so many years, I, too, was starting to have the same reaction. When people have flu or cold, in China the appropriate drink is thought to be hot water. I suggested to the girl’s mother that she should drink warm water. They both suddenly got a disgust look on their faces. They said orange juice would be better because it has a lot of vitamin C to fight the germs. This was one of my first lessons in culture, both Am erican and my own. For my part, I still do not like to have very cold drinks. However, I do not make any suggestion about what other people should drink. In explaining how my family has influenced me, I should discuss some basic elements about Chinese culture. It is collectivist culture, not individual culture like America. That means that Mainland Chinese society tends to see the group as being more important than the person. The question then is who is the group. Based on stereotypical Western movies or shows, it would be easy to assume that nearly all Chinese act and look alike and that they would see themselves as one group. In fact, this is not true at all. Chinese people think in much smaller terms, most typically, and would see their immediate family, including elders such as parents and grandparents, as their group. In some sense, they would also consider old friends and former and current co-workers to be part of their group. It is not so common in Mainland China to make many new friends as adulthood. People in China depend on these tight networks to help them in hard times, and they have to be ready to repay the favor at som e point in the future. Tight informal networks are very important for getting by in life in China. Chinese culture value family piety. It means we believe in a strong obligation to respect and honor our family members. I would always try my  best to take care of my parents and also older relatives such as grandparents, aunts, and uncles. In a broad sense, family members, because all consider themselves a close group, would do almost anything to help each other. As is said in English, they would take the shirt from his or her own back to give to the other person. This kind of thinking is based on Confucianism, where taking care of the family is considered to be the highest value. Unfortunately, a related matter is that sometimes in Mainland China, people are not as quick to get involved when a stranger needs help, and some people without integrity are quick to take advantage of strangers and cheat them. We also do not have as much public volunteer and charity culture, as many people would feel guilty if they spend their money on people who are outside their own family. The concept of taking care of the family is so important to culture that it is sometimes humorous to other people from other countries. I once was at dinner in a group that included both American and international students. Some people were talking about what they would do if they won the lottery. A Chinese boy said he guessed that if he won, he would soon get married, and have a child. His friend, another boy from China, commented that the money would not only last for the lifetime for him and his son, but also for generations into the future. The American boys at the table laughed at the Chinese boys’ ideas. They thought they should use the money for their own fun, and would not like to get married. However, the Chinese students were looking from Chinese point of view, where not only the individual but the entire family name and bloodline is considered. They see a responsibility to their ancestors and to future bloodline that they should have a child. Personally, I like the viewpoint of thinking about multiple generations and not only focusing on the present. I have always been raised by my family to hold this point of view. Without a network of family and close friends, it is hard to survive in China, especially during hard times several decades ago. It is not so easy to get credit, so people rely on their networks to help them make a down payment for a house. Many people lack health insurance, and so if they needed and expensive surgery, they could perhaps ask their closest family and associates for help with money. Furthermore, in hospital, it is not like in America where nurses feed and bathe the  patients. In China, patients’ family members must help with those chores, and nurses usually would not help. As a result of these factors, Chinese people spend a lot of time cultivating their networks by choosing the right gifts on holidays, offering a helping hand when possible, and asking for help when needed. It is fair t o say that in China, if you do not have close connections in your life, including family members, friends, coworkers, then it is almost like you do not exist, according to society’s point of view. On the other hand, if you do have a family, then you feel much more secure and happy. You also get a large amount of your own identity from the group rather from your individual situation. It is important to behave well in society and try to be successful not only for your own sake, but also in order to create a good name for your family. Therefore I think that sometimes even if I do not feel like studying sometimes, I push myself to do so anyway, because if I came to America and did not perfect well in university, then I would create a bad impression on my family, including parents and extended relatives, as well. In fact, Chinese people from Mainland often do not like to spend time alone or to be in secluded places. We tend to like crowds and a lot of excitement and perceive them as safer because it would be harder for criminals to get away with serious crime amid a crowd. I felt strongly this way when I first arrived in America, but now I am getting used to peace and quiet. I have heard that Americans often like to go camping or fishing in order to get away from other people. This concept is a little different from China. I remember showing my mother a picture of our campus and she wanted to know why it looked so lonely. Later I took a photo when more students were out walking, and she seemed to feel much more comforted that I was in a safe place. On the other hand, some Americans have told me they think crowds are more dangerous, because it is easier for thieves to pick pockets or commit other crimes. My immediate and extended family has always been a source of much emotional support for me. My mother has several siblings and they each have children, so I have many aunts, uncles, and cousins. They always ask what I am doing in my life and they give me suggestions. They are not afraid to criticize me  if they feel it is warranted, such as for eating too much junk foods or not studying hard enough. In Chinese culture, these comments would never be taken as offense but instead in a spirit of caring. I always spend much time finding appropriate Chinese New Year gifts for my aunts and uncles as a show of respect. Sometimes the gifts could be as simple as fruit baskets, chocolates, or cake. I just want to show them that I am thinking of them. My family, including parents, aunts, uncles, and cousins, serves as my home base on life. I have always felt that no matter what happened, there is a safe haven with many people who always cared about me. Much of Chinese family culture is expressed over food. If I go to visit one of my aunts and she knew I am coming, then it is sure that she will prepare my favorite noodle dish. Caring is often expressed with food. From my mother and father and several of their siblings and my grandparents, I learned to cook many dishes at a young. I learned mostly at quite a young age. In this way, too, my family has been the biggest influence on my life, as now I cook almost every day and can take care of myself. I do not need to depend on others to cook and I do not have to go to restaurants except for fun. Over meals, much culture gets passed to children as adults talk about what is going on in their lives and how they handle it. They often give advice to children, but it seems to be that there is not as much two-way communications culture as in America and other Western countries. In other words, adults would not often ask children what they think about things. I am sure that I am not the only person who feels that family has been the largest influence in life, and certainly not the only Chinese person with this idea. In fact, when we are away from our families, we try to recreate the experience in some ways. In UC, there are many Chinese students all in the same situation, living away from their home country. We have formed friend groups and often cook together, go to restaurants, or go to other activities. At times, groups of students even go on vacation to New York or Chicago or other locations. As it is in China, most social activities for us here have revolved around eating food. We often chat, give each other advice, and try to help each other to study and make good grades. As vitamin and other health supplements are very popular, we often discuss products  that we have tried or plan to try. Everyone has similar goals and we almost do not even need to say them out loud, because they are widely known. We all come from similar kinds o f families, usually involved in business. Everyone wants to make good grades, be successful, and make their parents happy. My friends are a very important group to me here, but in my overall life, I guess they are not nearly as influential to me as my relatives are. Chinese families were large for many years, sometimes with seven to 10 children. I know that my great grandmother came from a very large family. However, because of overpopulation, China has implemented the one-child policy. Although there are exceptions, the general rule is that only one child is allowed per couple. Now China is becoming a land of spoiled only-children. I often wonder what will happen to China’s family culture and if culture and knowledge will be passed down as efficiently. Many people grow up without uncles, aunts, cousins or, of course, siblings. This seems to be a significant social issue for a country whose character is still collectivist. Perhaps China will make the shift rather quickly to a culture of individualism. Or perhaps they will express collectivism in some other different formats, such as neighborhood groups and volunteer societies. At any rate, eventually rising population of people without close relatives to watch after them as they age will mean a need for more caregiving and health care professionals. There are many aspects that define my life, including my status as a student, family member, and friend. While these are important roles, they do not capture everything about who I am. One element that runs deeper than those items is my culture, most of which I received from relatives. I grew up in China until coming to school at UC. My thinking has certainly been influenced by the time I have spent living abroad, but it nonetheless does continue to be Chinese at the heart. In a Chinese family, your family is almost literally all that you have to depend on in many cases. I am quite thankful that I have a wonderful family.

Bowlbys research Essay The maternal deprivation hypothesis was developed in post second world wartime and Bowlbys research was based on children that were extremely traumatized, having possibly lost both parents at war. As a result a lot of children ended up in institutions which more than likely had substandard conditions and numerous untrained carers. It is very important to bear in mind the context of that time as there was a national need for family life to be recreated and stabilised after the war. Thus, Bowlbys maternal deprivation hypothesis was interpreted as an opposition to the employment of women with young children and therefore the use of day-care facilities. It is important to acknowledge that Bowlby was primarily concerned with the welfare of children and that his theory of maternal deprivation played a huge role in reforming child care practices by pointing out the damaging effect of been cared for by numerous staff. In the years since however, the maternal deprivation hypothesis has been largely discredited in light of subsequent research which suggests that some separation, for example some time in a high quality day-care, may not necessarily have long-term effects on future relationships. Bowlbys monotropic model of attachment has also been highly criticised as recent evidence is revealing that children do form attachments with more than one adult, in particular with fathers, siblings and other adult carers with whom they have developed a stable relationship. Research has shown that children generally favour their fathers company to the company of a stranger. According to Lewis (1986) the attachment bond between a father and child is dependant on the quality of their relationship, that is, a child with a sensitive father that is focused on their needs will develop a stronger attachment bond with them. Nonetheless, in times of distress infants are more likely to seek out the comfort of their mother over their father (Lamb, 1981). Given the changing times and the steady increase in the proportion of working mothers, it is necessary to focus more on the effects of multiple attachments and specifically to the childs relationship with adult caregivers other than parents and relatives. Studies however, carried out by Tizard and Rees (1975) and Tizard and Hodges (1978) caution that while children can be cared for and attached to more than one adult, having a large number of caregivers may have an adverse effect on their ability to develop close relationships. Bowlbys maternal deprivation hypothesis was further developed by the work of Mary Ainsworth (1969), who devised a method for observing and assessing the attachment behaviour babies display towards their mothers/caregivers. This is known as the Strange Situation (ED209 TV4 programme) and is essentially a method for measuring a one year-olds attachment to its mother and assessing how the child reacts to separation and more importantly to reunion with its mother when placed in a slightly stressful situation. Briefly, the experiment involves taking mother and child to a strange room and observing the childs responses to the introduction of a stranger, the mothers departure, reunion with the mother, leaving the child alone for a few minutes in the room (most stressful event), and leaving the child alone with the stranger. Researchers classify the maternal-child attachment relationship based on the childs behaviour during reunion with the mother. Ainsworth suggests that attachment relations fall into three categories: securely attached, insecure-avoidant and insecure-ambivalent infants. Sometimes an additional category (disorganised) has been used. According to Ainsworth securely attached infants explore freely when their mother is present and use her as a secure base when a stranger appears. They greet her warmly on reunion and show a clear preference for her over the stranger. Children who do not behave this way, for example by clinging (insecure-ambivalent) or been more detached (insecure-avoidant) during reunion with their mother, are described as insecurely attached. Ainsworth et al (1978) believed that children who are separated from their mother, for example children who attend day-care, are likely to form insecure attachments. This is supported by Belsky (1988) who, it is interesting to note, revised his conclusions regarding the consequences of placing children in non-maternal day-care. Initially, he believed that day care did not effect a childs attachment to his/her mother, however subsequently in his review of a number of US studies, he concluded that children who are subjected to more than twenty hours a week of non-maternal day-care in their first year of life are at risk of developing insecure attachments. It is important to note that although the strange situation technique has been widely used by Belsky and others to assess the quality of a childs attachment to its caregiver, it may not however be the best method for comparing children who experience day care with those who do not. Belskys conclusions regarding day-care have been disputed by Clark-Stewart (1988) who argues that the differences in attachment styles between infants attending non-maternal day-care for less than twenty hours a week and more than 20 hours a week are not large enough to conclude that working mothers put their children at risk of suffering from psychological problems. Furthermore, she points out that children who attend day care are used to separation and therefore react differently on reunion with their mothers than children who are with their mothers all day. Thus, children may appear detached not because they are insecure but because they are more independent and more accustomed to been separated from their mother (Clark-Stewart, 1988) . Like Bowlby, Ainsworth believed in a universal model of attachment however, evidence from cross-cultural research on secure and insecure attachments carried out by Van Ijzendoorn and Kroonenberg (1988) revealed cultural differences in the mother-child relationship. This evidence questions the validity of using the strange situation method to measure and compare attachment in different cultures. For example, children from Japan showed intense distress in the strange situation when separated from their mother, as in their culture children are never left alone at twelve months. These cultural differences highlight the importance of moving away from a universal model of attachment towards a more cultural perspective. Bowlbys ethnocentric perspective, which sees the biological mother as the all-important person for the infants first attachment, has received a lot of criticism and has been branded as a Western cultural construction by some psychologists. It is interesting to note that out of 186 non-industrial societies Weisner and Gallimore (1977) found that, in only five of these societies was the child (almost) solely looked after by the mother! Moreover, research carried out in different countries showed the grandmother as having a special and unique attachment to the child due to her long life experience and wisdom (Tyszowka, 1991) thereby lending support to a more polyadic model of attachment.

Urban decay, the deterioration of the urban environment, and urban renewal, the redevelopment of these areas so that they better meet the needs of people, are clearly evident in the suburbs of Pyrmont-Ultimo and the Rhodes peninsula. The Pyrmont-Ultimo area was a place full of finger wharves and was used as the primary hub of docks. It experienced a huge growth in industry and port facilities before the introduction of larger ships made the area redundant. The blue collar workers who worked on the docks therefore lived in the area packed up and looked for more work. This in effect made the area old and abandoned. The buildings became useless, out of date and redundant. The 1970s and 80s was the prime time of decay in the area. Due to the proximity of the Pyrmont area to the Sydney CBD and its potential to better meet the needs of people and businesses, the New South Wales government decided to renew the area. 1994 – 2004 was the decade of renewal and saw the area gain much more interest. The difference was the renewal of the area brought very different people and companies to what where there previously. White collar mangers and professionals with either no spouse, or a small family decided to live here, mainly due to two things. The proximity to the CBD meant they could easily travel to and from their work in the CBD to home and the second reason was that the type of work that attracted them was now in the Pyrmont area. Crown Casino, Channel 7 and Google are a few companies that chose to relocate to the Pyrmont area. The  impacts of this renewal is it has lead to the area becoming a lot mote productive which was done by the population growth and growth in jobs. Another area currently going through urban decay and renewal is the Rhodes peninsula. The area had been associated with Sydneys industrial history since the 1900s when in 1928 Timbrol, a chemical making company, decided to relocate there. After then many more companies in a similar industry decided to move there as well. The chemical era in Rhodes had stopped by the 1980s but the land was unable to house residential apartments because of the contamination left by the chemical plants, it therefore went into decay. This left a large spot of 23ha unable to be used for any type of commercial, residential or industrial buildings. In the late 90s the area was recognised for its potential and was fully redeveloped, getting rid of any chemicals that may have been there from the factories. The result of the redevelopment has seen many more companies of a commercial type want to have offices there. This increased the interest to live in the area, which therefore made developers build many more high to mid density buildings in the area. Like Pyrmont-Ultimo the people who lived in the area are mainly single or have little families. However, due to the combination of land economics and the location of Rhodes from the CBD, the land is considerably cheaper for both commercial and residential use. What this means is the area is readily more available for other people.

Challenges to Recruiting Teachers Throughout regional South Australia, Australia and internationally the struggle of schools to attract and retain both talented and committed graduate teachers is becoming increasingly difficult. This is particularly apparent in an era where the demands of teaching and education are at unprecedented levels. In the United States, a similar situation is evident. Ingersoll (2012) found that the attrition rates of first-year teachers have increased by about one-third in the past two decades. Other studies more specific to Australia, have reported that the rate of new teachers leaving the profession at the end of their first year is as high as one in five (Baird et al. 2016). There is no question that the attrition rate of graduate teachers is concerning. In my present role in the senior leadership team of a country school in regional South Australia. It is pertinent for me to use my current context as a school leader, as well as my first experience as a graduate teacher as the basis for review on how the Tools for Thinking, more specifically Social Networks and Networked Communities are demonstrated and influential within a school environment. This report is undertaken with a view to magnify how the social networking opportunities and team dynamics that surround new graduate teachers can affect their experiences, as well as their realisation of a positive professional identity. There are a number of contributing factors recognised as providing the impetus for new teachers leaving the profession, including compensation, status and recognition (Rostock et al. 2014). However, increasing evidence through studies into beginning teacher induction including Alsup, 2006 and Britzman, 2003 in Rostock et al. (2014) demonstrate that a teachers ability to accomplish the difficult task of forming a workable professional identity in the midst of competing discourses about teaching is having significant impact on this rate of attrition. It is a common assessment of educational research that new graduate teachers often experience the impact and weight of responsibility in the realisation and workload of their teaching duties (Flores Day 2006). Many new teachers recognise certain disconnections between the expectations theyre set and the actuality of the classroom. Flores; Huberman; Veenman in (Flores Day 2006) mention feelings of isolation and a continual struggle with an absence of clear support, encouragement and guidance. In most instances it is evident that the success of beginning teachers can be directly related to their social network, the culture of the school setting and consequently the graduate teachers fulfillment and development of a positive professional identity. It is important to reflect on the connection between social networks and identity specifically their significance to a graduate teachers development. Spencer- Oatey in (Merchant 2012) explains: Identity helps people locate themselves in social worlds. By helping to define where they belong and where they do not belong in relation to others, it helps to anchor them in their social worlds, giving them a sense of place. Following on, a simple definition of a social network could be explained as the communal links between Actors (Vera Schupp 2006). Knoke and Yang (2008) define Actors as individual persons, or a collective, such as a group or formal organization. Social networks impact on perceptions, beliefs, and actions through a variety of structural mechanisms that are socially constructed by the relations among entities (Knoke Yang 2008). Therefore, as Vera and Schupp (2006) suggest the capacities of an individual to act in society, and the implications of that action, (in this case: specifically a teacher in a school environment) depend not only on his/her attributes but also on the pattern of relations within which he/she is located. It is with the concept of social network analysis that I seek to undertake an investigation into the social network characteristics of my current context in a role of educational leadership, as well as analysing the difficulties and struggles of identity and adapting to the school context, of which I experienced as a graduate teacher. Social Network Analysis (SNA) is founded upon the derivation of a mutual relationship between the individual and society, with the intent of explaining the collective properties that are defined by relational patterns and the similarities or differences between those patterns Haines (1988) in Vera and Schupp (2006). As Merchant (2012) explains Social network analysis helps us to map the relationship between the individual and the larger social systems in which he or she participates. As a result, the relationships themselves have become the unit of analysis (Merchant 2012). The type of network representation that will be used for analysis between my graduate context and my current leadership context will be an egocentric (Knoke Yang 2008) intentional professional network (Baker-Doyle 2011). Knoke and Yang (2008) describe an egocentric network as one comprised of one actor, the ego, and all other actors, the alters, with whom all the ego has direct relations. Each ego actor can, in turn, be described by the number, intensity, and other characteristics of its linkages with its set of alters, for example, the proportion of reciprocated relations or the density of ties among its alters. (Knoke Yang 2008) An intentional professional network is formed around collective professional relationships, usually based within the local environment (school) and reflects the network of people that teachers select to collaborate and interact with (Baker-Doyle 2011). Graduate Teacher Analysis In Figure 1, I have a visual representation of my egocentric intentional professional network and diverse professional allies as a graduate teacher. I am passionate about teaching in rural communities so I was very excited when I received an appointment to a high school in the Mid North of South Australia. My specialisation was in Design and Technologies and I was appointed to support the existing Practical Technology teacher. When the school finalised my timetable I was placed with a difficult proposition of having to teach a higher load than normally allocated to a new teacher and secondary science. Secondary science was outside my area of specialisation, as can often be the case in teaching at a secondary rural school. However, my concern with science was that it was something I had last studied in Year 10 in high school, and now I was required to teach it at a senior level. I expressed my concern, but was assured support would be in place. In Figure 1, the strength of the relationships are demonstrated by the arrows linking myself to the alters (all other actors). The rectangle boxes demonstrate those professionals with whom I worked on a daily basis. In the first year or two of teaching, these relationships are pivotal to ensure teachers are able to manage the workload. Unfortunately, as is clearly demonstrated by the strength of the arrows, the strength of my relationship and support structures from those whom I needed it most, were sadly absent. More specifically the Science Coordinator, and the Technologies Coordinator, did not want to provide any form of support, induction or resources to a new teacher. This was particularly concerning due to my responsibilities in teaching science an area in which I was not confident. It was at this point in time when the feelings of isolation (Flores Day 2006) began. Without realising at this time, my small intentional professional network as a graduate certainly affected the development and confidence of my professional identity. Whilst I found teaching science, and working with the coordinator, an immense struggle, I was extremely fortunate to have a fellow technologies teacher who was incredibly supportive (The relational link in Figure 1 is strong). He assisted me in managing the technologies and daily administration portion of my teaching requirements successfully. To this day, and upon reflection, I am still incredibly grateful for his support and of the mentoring role he provided. I would certainly not have continued or been present in the teaching profession without his input or the influence of the students. Whilst some of the important relationships on the school site were incredibly difficult, I was also fortunate to have access to some Diverse Professional Allies. Baker-Doyle (2011) describes Diverse Professional Allies as nontraditional support providers who are not usually considered professionals, such as parents, volunteers, or students. Diverse Professional Allies are invested in the professional growth of the teachers (Baker-Doyle 2011). The Diverse Professional Allies are represented in Figure 1 through the hexagonal shapes. A regional group of Technologies educators and my fellow university graduates were recognised as one type of Diverse Professional Ally. Each of these groups were able to provide me with insights from across the state and encouragement to continue as well as the challenge and support to drive improvement in my existing professional practice. The most significant Diverse Professional Allies that I was fortunate to have in my social network were the students. The students, amongst all of the difficulties with staff, made it all make sense. Their personalities, enthusiasm and individual perspectives made the time in class worthwhile. They were the incentive to keep going, to go out and research more about science, to continually improve my delivery. Baker-Doyle (2011) explains Diverse Professional Alliesà ¢Ã¢â€š ¬Ã‚ ¦ help teachers challenge the traditional norms of the school or teaching and break out notions about curriculum or practice that limited the teachers personal involvement in the curriculum (Baker-Doyle 2011). This was certainly the case for the students in my network. Figure 1 Matt Linns Graduate egocentric Intentional Professional Network and Diverse Professional Allies Senior Leader Analysis 8 years on, my current context is also represented in an egocentric intentional professional network as demonstrated in Figure 2. Throughout the time since I was a graduate teacher, my intentional professional network has changed considerably. The development of my confidence and responsibilities over time have impacted on the size of my social network in a professional environment. My teaching role changed from its traditional sense approximately 4 years ago when I took on a position of directing information technology (IT). The role of IT in schools has dramatically challenged the landscape and traditional structure that schools have often used. Core school operational management systems were now all being run through IT. The whole school required IT support and knowledge to manage the abrupt changes that were taking place. Many traditional school operations were required on systems never previously used. Almost overnight, my role in IT became one supporting an entire Mid North Partnership. Whilst this was a significant responsibility, the effect this change had on my social networks particularly my intentional professional network, was transformational. This was a turning point for me as it clearly demonstrated the power and importance of having effective, but also diverse social networks. Following on, it has been possible for me to focus on building strong intentional professional networks and appreciate the support as well as realising the vital importance of effective social networks for the teaching profession. The sum of the relational links in Figure 2, are much stronger and dependable in my current context. The change in responsibilities including different forms of line-management, as well as working in senior leadership have meant that type of relations I now hold have altered considerably. Rather than only having the capacity to work with one or two key people within my intentional professional network, I have the opportunity of working very closely, with purpose, alongside a number of people throughout the week. The opportunity to relate to a number of people cannot be understated when reflecting on the significance of social networks, graduate support and the development of a positive professional identity. It is also important to note how the development of confidence and professional experience that is gained over time certainly has a significant effect in social network development. Knoke and Yang (2008) explain the dynamic nature of relations: structural relations should be viewed as dynamic processes. This principle recognizes that networks are not static structures, but are continually changing through interactions among their constituent people, groups, or organizations (Knoke Yang 2008). In my current context as a senior leader (Figure 2) I am now able work with a team across the school to reflect on our own school context how our social networks can effect a graduate teachers development. A significant focus on building a positive school culture have meant that the focus is now centred on support, induction and mentoring. Reinforcing the importance of culture on networks and professional identity, Flores and Day (2006) in their research found that perceptions of school culture and leadership impacted upon the ways in which new teachers learned and their identity developed over time. Thus, moving forward, the focus for schools and teacher education, must be in bolstering the importance of effective professional support networks for all staff. Whilst the focus of this report has been centred on new graduate teachers, the impact of networks on the establishment and development of a positive professional identity for all teachers cannot be understated. Induction programs, mentors and a supportive culture are an implicit responsibility of all schools. We all have a mutual responsibility for ensuring that new teachers have and are able to sustain and put into practice a set of values which represent aspirations for a passion for high quality teaching and learning (Flores Day 2006). Positive social networks are a paramount in ensuring new teachers are supported for long term engagement in the teaching profession. Figure 2. The main factors still inhibiting widespread diffusion are security risks — such as problems of transparency and symmetry of information; a need for defence from intrusive technologies; a call for guarantees against threats deriving from fraud, embezzlement, counterfeiting, false identities and privacy. These risks are likely to be scaled down, as the diffusion of the new instruments enlarges the market in such a way as to make lawful behaviour thoroughly prevail — which in turn will make the market itself more reliable. Under such conditions, obstacles and constraints that interfere with market development will not be able to resist its inner pressure, or will turn into discriminations and losses in commercial competition, which is positively unwelcome for the economies involved. American Labor Movement: Development of Unions The American Labor Movement of the nineteenth century developed as a result of the city-wide organizations that unhappy workers were establishing. These men and women were determined to receive the rights and privileges they deserved as citizens of a free country. They refused to be treated like slaves, and work under unbearable conditions any longer. Workers joined together and realized that a group is much more powerful than an individual when protesting against intimidating companies. Unions, coalitions of workers pursuing a common objective, began to form demanding only ten instead of twelve hours in a work day. Workers realized the importance of economic and legal protection against the powerful employers who took advantage of them. (AFL-CIO American Federalist, 1) The beginnings of the American Labor Movement started with the Industrial Revolution. Textile mills were the first factories built in the United States. Once factory systems began to grow, a demand for workers increased. They hired large amounts of young women and children who were expected to do the same work as men for less wages. New immigrants were also employed and called "free workers" because they were unskilled. These immigrants poured into cities, desperate for any kind of work.(Working People, 1) Child labor in the factories was not only common, but necessary for a family's income. Children as young as five or six manned machines or did jobs such as sweeping floors to earn money. It was dangerous, and they were often hurt by the large, heavy machinery. No laws prevented the factories from using these children, so they continued to do so. (AACTchrNET, 1) "Sweatshops" were created in crowded, unsanitary tenements. These were makeshift construction houses, dirty and unbearably hot. They were usually formed for the construction of garments. The wages, as in factories, were pitifully low, no benefits were made, and the worker was paid by the number of pieces he or she completed in a day. Unrealistic demands were put on the workers who could barely afford to support their families. (1) The United States had the highest job-related fatality rate of any other industrialized nation in the world. Everyone worked eighty hours or more a week for extremely low wages. Men and women earned twenty to forty percent less than the minimum deemed necessary for a decent life. The number was even worse for children. Development of the Bond Market in Bangladesh Essay

It is a privilege to be here this morning at this pioneering event, and I would like to congratulate the Bangladesh Bank and the Securities and Exchange Commission for hosting the first-ever international workshop on the development of bond market in Bangladesh. Bond markets link issuers having long-term financing needs with investors willing to place funds in long-term, interest-bearing securitiBangladeshes. has both the issuers and the investors in place but it still has not been able to link them effectively through a bond market. The positive effect of developing a domestic bond market on the economy is well-known. On the one hand, bond markets are essential for a country to enter a sustained phase of development driven by market-based capital allocation and increased avenues for raising debt capital. On the other hand, the central position occupied by domestic bond markets in markedly increasing the resilience of a country’s financial system and insulating it against external shocks, contagion and reduction of access to international capital markets is established. Capital markets are essentially about matching the needs of investors with those that need capital for development. Bangladesh has no shortage of both such parties, a young and dynamic population that increasingly wants, and is able to, make provision for lifetime events, to save for children’s education, for the possibility of ill health and ultimately for old age and retirement. On the other side of the equation, Bangladesh has a pressing need for investment resources to bolster its stretched infrastructure resources, to build more power stations, bridges, ports and gas-pipelines to empower the people in the development of enterprise and the creation of jobs. Debt markets are an extremely effective mechanism for matching the long term needs of savers with those of entrepreneurs. Term capital is a precious commodity and it has been a frustration to see the process of long term savings, such as provident funds and life insurance contracts, being invested in short term instruments such as bank deposits, a process we call ‘reverse term transformation’ but we could equally call it â€Å"reverse alchemy† in which the gold of term capital is turned into the lead of short term iabilities. As a development institution it is our goal to establish sustainable capacity. As Bangladesh has led the world in its development of the microfinance industry, you have impressed us all with your ability to mobilize funds for productive purposes at the community level in the villages. What we need to see now is a similar degree of success at the institutional level in terms of mobilizing resources for infrastructure and other uses of long ter m funds. At the World Bank, we would like to help you in this endeavor; it is much more useful that Taka funds are mobilized to fund projects whose sole revenue source will be in Taka. I am sure that it is a shared ambition of us all that Bangladesh should play a larger role in mobilizing its own capital resources and reducing the dependency upon donor institutions such as ourselves. We at the World Bank would like to work with you to this end, so that we can move on from providing infrastructure finance for sustainable development to a higher level of developing a sustainable, national, infrastructure financing capacity. Bond markets in most countries are built on the same basic elements: a number of issuers with long-term financing needs, investors with a need to place savings or other liquid funds in interest-bearing securities, intermediaries that bring together investors and issuers, and an infrastructure that provides a conducive environment for securities transactions, ensures legal title to securities and settlement of transactions, and provides price discovery information. The regulatory regime provides the basic framework for bond markets and, indeed, for capital markets in general. Efficient bond markets are characterized by a competitive market structure, low transaction costs, low levels of fragmentation, a robust and safe market infrastructure, and a high level of heterogeneity among market participants. It is my hope that this Workshop will debate and discuss the various initiatives that are necessary to develop the intermediaries, infrastructure and the regulatory regime so that a vibrant bond market becomes a reality in Bangladesh soon. An important element of a domestic bond market is the government bond market. Development of a government bond market provides a number of important benefits if the pre-requisites to a sound development are in place. At the macroeconomic policy level, a government securities market provides an avenue for domestic funding of budget deficits and avoid a build-up of foreign currency-denominated debt. A government securities market can also strengthen the transmission and implementation of monetary policy, including the achievement of monetary targets or inflation objectives, and can enable the use of market-based indirect monetary policy instruments. The existence of such a market not only can enable authorities to smooth consumption and investment expenditures in response to shocks, but if coupled with sound debt management, can also help governments reduce their exposure to interest rate risk – a situation that is looming large in the National Savings Certificates market, currency, and other financial risks. Finally, a shift toward market-oriented funding of government budget deficits will reduce debt-service costs over the medium to long term through development of a deep and liquid market for government securities. The prerequisites for establishing an efficient government domestic currency securities market include a credible and stable government; sound fiscal and monetary policies; effective legal, tax, and regulatory infrastructure; smooth and secure settlement arrangements; and a liberalized financial system with competing intermediaries. Since pension and life insurance reform helps in the development of government securities market, starting the process of pension and insurance reform now might be prudent because of the time it takes to feel the positive impact of such reforms on the capital market. While some of these prerequisites have already been met, I hope that this Workshop will discuss the initiatives, their prioritization and the time horizon for their implementation, which will be necessary for putting the rest in place. Before ending, I would like to table a few suggestions for consideration in the Workshop. These are: 1. Creating a bond market in Bangladesh will be a long process, and the hard work of many architects, artisans and craftsmen will be required in the construction. I am optimistic that the foundations are now in place and this seminar is going to be one of many uilding blocks that will help create the market framework. This framework must be solid if a bond market is to gain investors’ confidence and hence allow public and private sectors to raise capital for the much needed investments in Bangladesh. 2. To ease the process, the Government bonds must come first. To increase the attractiveness of these bonds and to ensure their soundness, Banglades h Bank will need to continue its initiatives to develop the secondary market, lower transaction costs and improve upon the market infrastructure to support secondary market liquidity. The Bangladesh Bank has already achieved a great deal to this end in a very short time. It was not so long ago that government debt market trading was effectively zero; now we see a disciplined, organized market taking shape with maturities in traded securities out to ten years. We congratulate the Governor and his team for their achievements in this field and are proud if we have been able to play some small part in support of the Government and the Bangladesh Bank in this success. 3. Banks are invariably amongst the major users of long term debt markets in order to raise long-term subordinate debt to supplement their capital bases. Many regulators now actively encourage the issuance of debt by banks in the local currency market as a step towards the discipline of â€Å"market monitoring† envisaged in the Basel II capital adequacy regime. It is probably the case that the state of the banking system in Bangladesh makes this a medium-term project, however, we have already been presently surprised by the progress we have seen in several fields in terms of banking sector reform and debt market development. A prior requirement to facilitate issuance of fixed income capital instruments is the adoption of international accounting standards, and more effective enforcement of Bangladesh Bank’s supervisory standards. The increased use of credit rating agencies has often accompanied this development, but this can add value only to the extent that the opinion of the rating agencies is valued by the market. We have noted with interest the nascent development of a debt rating capacity in Bangladesh and hope to see this sector rise to international standards. . One other extremely important role that debt markets can play is in the development of the housing finance market, an area of activity where the ordinary citizens need to have access to long-term loans to fulfill their dream of owning their own property. While capital markets can not bring down the price of real estate in Bangladesh, efficient capital markets can make housing more affordable, and more attainable, through extending t he maturity of loans and lowering monthly repayment terms. 5. Not only will a bond market require good financial foundations, but long-term investment institutions will also need to be developed with demand for longer maturity assets. The insurance and pension markets are currently not fully developed in Bangladesh. These markets should be reformed as they are the natural buyers of long-term securities. We understand that the Ministry of Commerce is now in the process of disseminating much awaited investment guidelines which will allow insurance companies to offer more competitive products to their clients by allowing them to invest more productively, and securely, in the capital markets. Reform and development of the pension sector, combined with a new approach to the NSS, should be next on the agenda. 6. The World Bank is already working with the Government and Bangladesh Bank on some of these key issues, and we shall be ready to work further with them within the limits of our own comparative advantage. We have been extremely pleased to see the coordinated approach of the Bangladesh Bank, Ministry of Finance, the SEC and the National Board of Revenue to work with IPDC to bring the first securitization transaction to market in Bangladesh. This has been one solid step towards mobilizing finance for entrepreneurs and has confounded those skeptics who thought that securitization is â€Å"too sophisticated† for Bangladesh. Perhaps those skeptics would benefit from seeing the collected talent and enthusiasm for development gathered here in this room today. We would very much like to hope that the next securitization will be another transaction close to our heart, that of the securitization of a portion of the toll revenues of the Jamuna Bridge. The IPDC loan securitization was a long time in the making and the Jamuna Bridge securitization appears to be following the same path. This is a transaction which all experts agree would have a major positive impact not only on capital market development in Bangladesh, but also in mobilizing taka finance for other strategic infrastructure developments such as the proposed Padma Bridge. We can only hope that the Jamuna Bridge securitization will enjoy the same long term success. To facilitate this process, it would be useful to have designated counterparts from the Government and Bangladesh Bank. Such a crucial market as a domestic bond market needs excellent domestic regulation and supervision if investors and borrowers are not to be disappointed or worse. It cannot be created by outsiders. Along with you all, I am eagerly looking forward to the technical sessions, which have been very well-organized. In conclusion, I would urge the participants to discuss the issues at length and provide some specific recommendations for the Government, Bangladesh Bank, the SEC, and indeed all the stakeholders, which can be implemented immediately. This could pave the path for a well-functioning bond market that can change the existing bank-oriented financial system to a multilayered system, where capital markets can complement bank financing.
